China is different from every other market on this list in one decisive way. Under Decrees 248 and 249, the overseas manufacturing facility itself must be registered with GACC before its products can be imported, and the registration number has to appear on the label. Without it, the shipment does not clear, no matter how good the paperwork is.
That makes registration the first question in any China project, not a formality to handle later. It is worth confirming the position before commercial terms are agreed.
Beyond registration, Chinese-language labelling is mandatory and the route to market matters. Ocean shipments run to Shanghai, Ningbo and Shenzhen; smaller consignments sometimes move overland through the northern border gates.

What is the minimum order quantity for China?
500 cartons per SKU is the standard minimum. Several SKUs can be combined into one container, which is the usual way to start without overcommitting on a single flavour.
What are Decrees 248 and 249?
They are the GACC rules that require overseas food manufacturing facilities to be registered before their products can be imported into China. The registration number must also appear on the label. Confirm the current position for your product with GACC or your importer before committing to terms.
What happens if the facility is not registered?
The shipment will not clear. This is not a documentation problem that can be fixed at the port, which is why registration has to be confirmed at the start of the project rather than treated as paperwork to sort out later.
Does the label have to be in Chinese?
Yes, mandatory information must be given in Chinese, and the label also has to carry the facility registration number. Plan the layout around both from the first draft.
Should I use ACFTA or RCEP origin?
Both are available between Vietnam and China. ACFTA uses Form E; RCEP has its own origin documentation. The better option depends on the HS code, so compare the rates before deciding which to prepare.
Can goods move overland instead of by sea?
Smaller consignments sometimes move overland through the northern border gates, while most volume goes by sea to Shanghai, Ningbo or Shenzhen. Our products carry 18 to 24 months of shelf life depending on product and packaging format.
